How can we create a plan for the recruitment and the retention for the Ottawa County Central dispatch Authority, specifically for 911 dispatchers?

"We had a great group of students who were eager to embrace the challenge of project based learning. They dove in with questions, created surveys and processed a lot of information. They would question one another and finally landed on a plan.
